What we do

MSSJ started both reports with its own money, without waiting for an outside contract. Some local problems, such as safety and the AI gap, leave fewer choices the later they are found. For these problems we first record decision criteria and records that others can check, before any final answer.

The report proposes five questions to ask before adoption. The questions help make sure that a technology that is not ready does not look ready.

The report looks at the AI divide in northern North Gyeongsang Province. It treats the divide as more than access: it also covers gaps in use, results and organizational capacity. It records early signals and criteria for small interventions.
Both reports are public. Publishing the files does not mean that an independent review of facts, methods, personal data or rights is complete.

SimThink OS · Product & Field Evidence
SimThink OS is an education platform. It links lesson plans, hands-on practice and checking in one flow. We do not make big claims from a product description. First we publish the record of a four-week course in Yeongyang, North Gyeongsang Province. In it, children made games, fixed them and tried each other's work.
These numbers and results are the operating record of this one course. They do not mean that the same results will repeat in other regions or groups. Each new setting needs a new check that fits its conditions.

How we work
We set the goals and approval criteria together with you. MSSJ then carries out research, design, building, operation and checking against those criteria.
Together we confirm the problem to solve, who will use the result, the conditions that must hold and what counts as done.
We look at current work, the place of use, the data you have and the limits. Then we set a scope that can really be done.
We make the training, roadmap or software at the size you need, and we use it on site.
We check the results against the criteria we set. We hand over the records, a usage guide and the next tasks to improve.

A chatbot that helps users find health information in 5 languages. Its users include foreign workers in the county.
A study service for people preparing for the Level 1 Social Worker exam. We are now testing its features in an open beta.
We are reviewing the work of public service agencies in the region. We are listing the AI tasks that fit and the order to adopt them.
Why it matters
We use three words for changes that people can explain after they have made real results: delegation, imagination and inquiry.
People give repeated work to AI. They spend more time on setting goals and making decisions.
People turn ideas in their head into results they can see and check, such as text, video or tools.
People work through problems that have no fixed answer together with AI. They check the evidence and move on to the next question.

The article reports on 4 classes for 10 children and teens from vulnerable families. Council member Chihoon Shin planned the classes, developed the content and taught them as a volunteer.
Read the original article (in Korean)The article reports that Yeongyang County appointed CEO Chihoon Shin as policy advisor for AI and future industries. It is a non-standing, honorary position that gives advice on county affairs in general.

Who leads the work
CEO Chihoon Shin has a Ph.D. in Computer Science. He carried out government R&D for 10 years at ETRI (Electronics and Telecommunications Research Institute, a Korean government research institute). He now leads industrial AX/DX assessments, agentic MES and Smart Factory pilots, AI training and agent software development, and links them together.
