A public study of the AI gap in the core observation area of northern North Gyeongsang Province, South Korea. It looks beyond access, at use, results and organizational capacity. It proposes an observation frame with four levels for spotting early signals and designing small interventions. It did not measure the real gap at each institution or the effect of any intervention.
