Executive summary

Set the decision process before choosing a technology

The report compares public policy documents, Korean and international standards, and fire cases. It points to a gap: when a local government reviews fire detection technology, the supplier's performance claims alone are not enough to decide.

The report does not recommend any specific technology. It proposes that, before adoption, the buyer defines the detection target, alert time, false alarms, test conditions and operating duty. Existing equipment and new proposals are then judged by the same criteria.

    Define the target first: flame, smoke or temperature.

    How fast does it alert?

    Look at detection, decision, notice and arrival on site as separate times.

    How often is it wrong?

    Set the false-alarm limit and the checking steps for a false alarm together.

    How far has it been tested?

    State the test conditions, such as night, rain, fog, backlight and seasonal change.

  5. 05

    Who runs it?

    Confirm who receives alerts, who inspects and updates, and whether this can continue.

Site inspection and tests of real product performance

Cost-benefit and the payback period of an investment

Which product or manufacturer is better

Independent checks of the accuracy and false-alarm rates in public benchmarks

Whether the findings apply to other regions

Approval of legal, procurement or privacy compliance

The simulation in Chapter 7 checks hypotheses to help design real measurements. It does not show field performance or a chance of success.
