Executive summary
Gaps that an access rate alone does not show
The report asks whether people can reach AI tools. It also asks whether they can apply AI to field tasks, measure the results, and whether their organization can check, approve and record the work.
It links keyword families, an early warning for field-work fatigue and a task-performance ladder. Together they give a starting point for observation and intervention. The report did not measure the real gap at each institution or the effect of any intervention. Its frame does not replace field research.
